Rules & Regulations
- Teams
participate in the tournament at their own risk. EFSC, the EFSC Dutchess
Cup Committee and the Town of East Fishkill cannot and will not accept
any liability for any injuries that may occur as a consequence of the tournament.
The act of participation by a team, player, coach, parent and/or spectator
is a release by them of any and all claims against EFSC, its members and/or
the Town of East Fishkill.

Weather:
Games will be played rain or shine. Games are considered complete 15 minutes
of play. If a game is halted with less than 15 minutes of play, the Tournament
Rules and Regulations Committee (TRRC) will decide the course of action.
The Tournament timekeeper is the sole authority of time played. In case
of cancellation due to sever weather conditions, the TRRC reserves the
right to reschedule or offer other alternatives.

Registration:
Each coach must register at least 30
minutes prior to their first game.
All
Team members must be intramural players.

Any coach may challenge the eligibility of a player by notifying the referee
prior to the game conclusion so that the players name and number can be
recorded on the scorecard. The TRRC will then rule on eligibility.
Any
team using an ineligible player forfeits any game in which that player
has participated and appropriate League and State Associations will be
notified.

Protests: Protests must be submitted in writing by the registered team
coach along with a $50.00 cash only fee.All decisions of the TRRC are final
and cannot be appealed. The fee will be refunded if the protest is upheld.

A team forfeits if, after 10 minutes have elapsed they are not on the field
ready to play. A team winning by forfeit is credited with a victory, however
no points are awarded if both teams forfeit.
If
an accepted team fails to appear at the tournament, there is no refund
and all matches are forfeited.

Disqualified Team:
Any team leaving the field prior to the completion of their match is disqualified
for the remainder of the tournament. The remainder of their schedule will
be recorded as forfeits.

Awards:
All players will receive a trophy/medal.

Standings:
Determined by round robin play. A team will receive 3 point for a win,
2 points for a tie with a score, 1 point for a scoreless tie and 0 points
for a loss.; less any RED CARD deductions
of 2 points or 1 point for a YELLOW CARD received by a player, coach, parent
or spectator. This may result in
a negative point total for a game.

Scoring:
To present good sportsmanship, teams scoring more than four(4) goals are
reminded that the official score card will reflect only that number (4).
Not the actual total.

Tie Breakers: At the conclusion of round robin play, the tie breaking procedure
for awards are as follows:
- Head to head competition (two teams tied only)
- Least Red Cards against
- Most wins
- Least Losses
- Goal Differential (goals for - goals against)
- Most goals for
- Most games in which you shut out the opponent
- Most games in which you scored at least one goal
- Penalty shots

FIFA Rules Except as follows:

Substitutions at any time approved
and acknowledged by the referee. The player must enter at the half line
after the player substituted has left the field.

Equipment: both teams must have available alternate jerseys in case of
conflicts, the home team (listed first) must change.

Referee: The tournament timekeeper will be responsible for the time.

Duration of games will be based on the age group.

There is no coin toss, home team is listed first and will kick off. The
visitor will have a choice of goals.

Fouls: Red card will result in a 2 point team deduction for that game and
the player may be ruled ineligible for the next game by the TRRC or ineligible
for continued tournament play.

The maximum roster size is 14 for U8 and 18 for U10, U12, U14, & U15.

Parking:
Handicap parking is available at the complex, proper State identification
is necessary.
DO
NOT PARK IN LOCAL BUSINESS’S PARKING AREAS LOCATED NEAR THE COMPLEX - YOU
WILL BE TOWED.
The area between fields is private property. That includes, the
driveway and barn areas visible from complex.
